CBI: The Netherlands legislation: Packaging and packaging waste
The Dutch implementation of the EU Directive on Packaging and Packaging Waste (94/62/EC) entered into force on 1 August 1997. The European requirements are transposed in the Dutch Ministerial Packaging and Packaging Waste Regulations.
This document provides information on the objectives of the Dutch legislation, as well as on the requirements for producers and importers. Besides general objectives on a reduction of packaging waste, requirements for the heavy metal content of packaging (lead, cadmium, mercury, hexavalent chromium) and requirements for the minimisation of packaging also exist.
In The Netherlands each producer/importer is responsible to meet the objectives set in the Regulations. However, by means of joining the "Covenant Packaging III", it is possible to fulfil a large part of the obligations collectively.
