The speciation of chromium is one of very few topics that has entered legislation. The reason for that is obvious: while chromium is used in many industries, exposure to hexavalent chromium which is cancerogen, should be avoided. Because of the importance, one of the first workshops organized by EVISA (May 2004, Ljubljana) was dedicated to chromium speciation. One of the industries using chromium is the leather industry, using chromium sulfate for tanning the leather. While the tanning agent is a chromium (III) salt, it can be unintentionally oxidized into hexavalent chromium.  Therefore, the European Union regulates Cr(VI) content to 3 mg/kg in leather products coming into direct contact with skin. A standard method for testing the leather is based on colorimetry using 1,5-diphenylcarbazide (DPC) for UV–Vis detection (ISO 17075) and offer a limit of quantification (LOQ) of 3 mg/kg for Cr(VI).  The problems of using such method especially when analysing colored leather products where extensively discussed during the workshop, and the scientists were requested to develop better methodology. Now, 19 years later, a group of scientists from France have developed methods for the determination of chromium (III) and chromium (VI) species in tanned leather samples, allowing the determination of both species, even when there is a huge difference of concentration between them (see the news below). 

Such slow progress is typical for topics regulated by rules and legislation. Rulemakers hesitate to request analytical procedures calling for expensive instrumentation often arguing, such methodology not yet being state-of-the-art. Often the balance between limiting the exposure of consumers to a safe level and limiting the expense of the producers for testing and limiting contamination is chosen in favour of economics. An example for this behavior is the decision of FDA to set a nonenforceable guidance level of 10 ppb arsenic in apple juice. This is the exact same level proposed by the agency 10 years ago (see the news below).

10 years after FDA issued its draft guidance on arsenic in apple juice, the agency has announced the same level as final guidance.

Determination of chromium species in tanned leather samples
A group of scientists from France have compared, optimized and validated methods for the determination of chromium (III) and chromium (VI) species in tanned leather samples. The final method was applied to real samples, allowing the determination of both species, even when there is a huge difference of concentration between Cr(III) and Cr(VI).
