BackgroundThe current EU environmental legislation has identified a list of priority pollutants that need to be measured and controlled. Within the framework of METROPOLIS different approaches have been promoted to assess and organise the available information of contaminant determination and monitoring. The quality of the measurement will be an absolute prerequisite and the use of reference materials are the basis of the quality of these measurements. The production and use of reference materials is of paramount importance to improve the traceability of results and harmonise the quality of metrology in environmental monitoring.
The Berm 9 meeting in Berlin (2003) has clearly highlighted the need for a new thinking at several levels:
1° - Encourage the use of CRMs and RMs in routine laboratories dealing with environmental monitoring and control. Although they are being used at present, there is much work to be done to increase the take-up rate. Part of our debate will be devoted to seeing how things can be improved.
2° - Identify emerging needs in the different areas of application of reference materials and develop new ways of promoting “reference materials for measurement”. The composition of the material, its preparation and mode of delivery should be taken into account. This strategy will be of particular importance in the forthcoming implementation of the EU Water Framework Directive and future Soil Monitoring Directive.
